What our Mission relies to
The Primary Goal of the San Andreas Fire Rescue is to offer a safeguard to the Citizens and property of the State of San Andreas. This goal will be achieved via effective Fire suppression techniques, fire prevention, fire education and Efficient rescue and awareness operations.
The following guidelines displays what our response plan shall relate to for Fire and EMS related Calls to service, being of valuable direction to all members of the department including Officers of such. These guidelines also serve as a reference point for First responders, it is a must that all members active, oncoming or current, read and have knowledge kept as to adhere with the content of this document.
Any addons or revisions of said document will be automatically distributed to all members.
Membership Conductivity
-To join SAFR , Those interested must be 18 years of age or older, unless determined otherwise by the Chief. If you're under the age required, the application will still be reviewed and further assessment may be provided before final determination. However basic fire service knowledge is recommended.
-New Members entering the department will be put through a probationary period during which their knowledge, participation, responses to calls and other criteria will be evaluated. Members are Required to Respond to All calls to service whenever possible and Fulfill the Minimum training mandated by SAFR standards. Attending meetings and events are highly recommended whenever the individual can.
While on duty, members are to maintain a positive working relationship with departmental members and other departments as well as members of the community. Maintaining the proper radio etiquette is a must, as well as possessing a San Andreas State Driver’s License.
-Failure to adhere to these rules, following rules, performing duties on scenes etc. will result in being involved as a part of the three strike system, Which consists of a verbal/written warning, suspension, and removal from the department. Allowing non-members, off duty members or other Emergency Personnel on duty or off, to ride in the apparatus to calls of service will result in a warning.
-Any and All accountability is a must. If you are on duty please notify a members who is also on duty of your presence and before entering any and all Hazardous activities, those include entering a burning structure or a Vehicle with someone trapped inside during extrication, members must inform the scene command of doing such.
Chain of Command
Fire Chief
Highest Rank of the department. Responsibilities of the Fire Chief are to oversee Department functions and ensure they are met and/or completed. Holding this rank allows the member to be incident commander at their discretion.
Deputy Fire Chief
Second Highest Rank of the department, working under the Fire Chief, responsibilities are as given and to oversee the department is completing functions as deemed necessary. Holding this rank allows the member to be incident commander at their discretion.
Fire Marshal
Whoever Holds this position is responsible for any and all Fire related investigations. Working under the Chief and Deputy overseeing the functionalities of the department, There will be two Fire Marshal spots Issued.
Battalion Chief
Third Highest Rank of the department, working under the Chief and Deputy Responsibilities are as given and oversees the Fire Department issues. As well as overseeing department functions completed as necessary. Holding this rank allows the member to be incident commander at their discretion.
Captain
Fourth Highest Rank of the department, working under the Chiefs. the Captain’s responsibilities are as given and oversees department functions completed as necessary. Holding this rank allows the member to be incident commander at their discretion until the arrival of a higher ranking officer.
Lieutenant
Fourth Highest Rank of the department, working under the Chiefs and Captain, The Lieutenant’s responsibilities are as given and oversees department functions completed as necessary. Holding this rank allows the member to be incident commander at their discretion until the arrival of a higher ranking officer.
Firefighter
A firefighter is a basic member of the SAFR that has completed their probationary period. The member will respond to future calls to service and conduct orders as deemed necessary from their higher ranking officer or higher seniority member. This member qualifies for the volunteer program. Ask a Chief officer for more information.
Probationary Firefighter
A probationary firefighter or probie for short is a new member undergoing the initial jump being assessed of their skills and or abilities. During this period, which typically lasts 2 weeks, Officers of the department will assess their skills. At the time it is deemed that the probie can be progressed out of being in the probie period that is determined by the chief officers.
Emergency Vehicle Response
-In order to operate any apparatus within the department, the following criteria must be met: must posses a San Andreas State Drivers License and Completion of the Emergency Vehicle Driver Training. The operator of Every Department owned Apparatus is given the responsibility of driving safely at all times. It is required that the driver adheres to all State laws and regulations outlined by the San Andreas Department of Transportation, Which includes Legal exceptions to the Emergency response to calls to service. In some situations, it may be necessary for members to utilize their Personally Owned Vehicles (POV) to respond to an emergency. When a call is received, members must report to the station to utilize their gear and respond in an emergency vehicle, The members are only to utilize their POV if there are no apparatus available at which point they can go to the scene, Adhering to All traffic laws. It is all Required to use a high visibility vest when working at a traffic accident to ensure all members are seen and to add on safety.
Communications
Radio communication is key in making sure all who are on scene of an incident are aware of what is going on. The incident commander only knows what’s going on, on the inside of a structure because of what he or she is told via radio. Example of what to expect on the fire side of the radio communications: “County Engine 5 enroute, Chief 600 from Engine 5, Engine 5 officer going interior, Command from interior”. We will be utilizing the “Hey you, it’s me” when calling on radio, 10-codes may be used but are not required by SAFR, Frequencies used by fire radios are as follows:
FD MAIN- Fire Main Talk Group/Dispatch
FD-FG01- Fire Ground Operations
FD-FG02- Fire Ground Operations
FD-FG03- Fire Ground Operations
EMS-Main- EMS Main Talk Group
EMS-OPS- EMS Operations
COMM 1- Multi-Agency Talk Group
COMM 2- Multi-Agency Talk Group
COMM 3- Multi-Agency Talk Group
If PD is required at the scene you are only then allowed to switch over to their channel (CTYWIDE, COWIDE) WHEN A DISPATCHER IS NOT ON DUTY. Same goes for when FIRE/EMS is staging for a scene, wait for either a on duty dispatcher for notification when the scene is clear or a member of Police on that scene.
In the event of a multi-agency scene , Fire is to switch to an available comm channel in regards to that scene, SASP will do the same.
Discord may be used for in place of radio communication in the IC Section, Same Rules apply FD City Wide, FD Ops, Comm 1 and 2 etc.

Requirements for promotion
In order to be eligible for a promotion, you must meet your quota at the end of the month, if deemed necessary. Full time members are to have an on duty time of 400 minutes or 6 hours 40 minutes per month, Part time members are to have an on duty time of 200 minutes or 3 hours 20 minutes per month. Volunteer members are to respond to at minimum 30 incidents per month. Attending training and/or meetings will also aid in getting bumped up.
Disciplinary Actions
Any and all disciplinary actions are to follow the three point system:
1. Verbal/written warning
2. Suspension
3. Removal from department.
Like any other department there are rules and guidelines to follow. Treat everyone as you want to be treated. This is a fire house, what happens in the house stays in the house, in the presence of the public, act civilized. Once the tones drop the drama and anything you have against someone stays back at the station If a report is filed against you, you may submit a form to appeal a suspension or department removal. At which point, an investigation will take place. As long as you do everything stated above, then this section should not be too much of a worry.
